 Nonfatal Injury and Illness Rate in Private Sector Continues Downward Trend: BLS

Washington — The nonfatal injury and illness rate for private-sector United States employees continued to decline in 2017, as did the rate of nonfatal injuries and illnesses requiring days away from work, according to annual data released Nov. 8 by the Bureau of Labor Statistics.

Reported nonfatal injuries and illnesses occurred at a rate of 2.8 cases per 100 full-time workers in 2017, compared with 2.9 in 2016 and 3.0 in 2015. The rate has fallen in all but one year since 2003, steadying at 3.4 in 2011 and 2012.

Survey of Occupational Injuries and Illnesses estimates show that approximately 2.8 million nonfatal injuries and illnesses were reported in 2017 – about 48,500 fewer than the previous year. The overall total includes 882,730 cases that resulted in days away from work, a rate of 89.4 injury and illness cases per 10,000 full-time workers that fell from 91.7 in 2016 and 93.9 in 2015.

OSHA Resources Can Help Workers Stay Safe during the Holiday Season

Question - In a situation where employees who wear prescription glasses wear a larger bulkier type of safety glasses over their prescription glasses, what liability does the employer have from an OSHA standpoint if an employee intentionally refuses to wear safety glasses?

Answer - Under §1910.133(a)(3), Eye and Face Protection, the employer must ensure that each affected employee who wears prescription lenses while engaged in operations that involve eye hazards wears eye protection that incorporates the prescription in its design, or wears eye protection that can be worn over the prescription lenses without disturbing the proper position of the prescription lenses or the protective lenses.

"Do OSHA requirements prohibit an employee from wearing a cap, scarf, or other item on his/her head, for purposes of cold weather protection, while wearing a hard hat?"

OSHA 1926.100 provides, in part, . . . Helmets for the protection of employees against impact and penetration of falling and flying objects shall meet the specifications contained in American National Standards Institute, Z89.1 [and ] Z89.2. . .

ANSI defines winter liners specifically designed for use with hard hats. The use of the terms "accessories" and "winter liners" indicate that these ANSI standards permit the use of cold weather liners that are specifically designed for use with hard hats — that is, specifically designed to be compatible with the protective properties of the helmets. Therefore, use of a "winter liner" specifically designed to be compatible with the hard hat's protective properties is not prohibited.

In contrast, if the use of a garment were to detract from the hard hat's protective properties, it may no longer meet the specification requirements in these ANSI standards. If that were the case, its use would violate §1926.100.

It is unlikely that an employer would be able to determine whether a garment not specifically designed to be compatible with a hard hat's protective properties, in fact, compromised those properties. Consequently, as a practical matter, an employer typically would not be able to ascertain if its use violated §1926.100. Therefore, [OSHA] recommend[s] that employers permit only liners that are specifically designed to be compatible with the protective properties of the hard hat.

As I See It  


It is December 2018. The weather has changed and pretty soon the calendar will change as well. CHANGE is definitely in the air. So what else is worthy of change? So from head to toe, here is goes. Take a look (and smell) at your safety cap or safety hat. There’s a code on the underside of the brim, and if the headgear is more than a year old, it might be time to replace it with a fresh safety cap or full brim safety hat with a fresh suspension inside, too. There are lots of colors available and adding your company logo is an easy and cost-effective identity booster. Do you or your workers wear reusable respirators? Again, take a look (or smell) at the respirator facepiece. Although you already know that respirator facepieces need to be cleaned and disinfected regularly, consider trading in those old respirator facepieces for fresh, new respirators. And we’ll take reasonable quantities of many brands of respirator filters and cartridges as trade-ins for brand new filters and cartridges to go with your new respirator facepieces. And when it comes to hand protection (our legacy), the opportunities for changing products to improve safety, performance, comfort, and ergonomics in a cost-effective way are too numerous to list here. That’s why we recommend consulting one of our experienced safety sales professionals. Just call, e-mail, fax, or even write to us and we’ll take it from there.
