NFPA 70E: A Look at the 2018 Edition |

The National Fire Protection
Agency’s standard for electrical workplace safety, NFPA 70E, undergoes updates
every three years in an effort to keep employers and workers safely in
compliance with OSHA 1910 Subpart S and OSHA 1926 Subpart K. The standard aims
to reduce on-the-job exposure to shock, arc flash and arc blast. The 2018
edition of NFPA 70E went into effect in August.
According to the 2017
edition of "Injury Facts,” an online statistical data resource from the
National Safety Council, exposure to electricity resulted in 154 workplace
fatalities and 1,850 cases with days away from work in 2014.
Because electrical injuries
have a high potential to be fatal, employers and workers should be sure to
utilize the NFPA 70E standard to ensure safety and compliance.
Key elements of the NFPA 70E
2018 include the following:
- The revised NFPA 70E highlights the Hierarchy of Controls, emphasizing risk identification and mitigation before the job begins
- The revision adds a quick reference guide for arc flash personal protective equipment
- An annex discusses the concept of human performance "to identify and address human error and its negative consequences on people, programs, processes, work environment, equipment or an organization"

professional tree care workers may encounter. OSHA’s new resource, Solutions for Tree Care Hazards,
highlights common hazards in the tree care industry, and provides safety
measures for employers and workers. OSHA is also publishing a revised fact
sheet that summarizes the major requirements of the respirable
crystalline silica standard for general industry and maritime.

New NIOSH Studies Examine Hearing Loss Prevalence in Workers |
|

|
This study found that
the prevalence of hearing loss among noise-exposed workers in the Agriculture,
Forestry, Fishing and Hunting (AFFH) sector is 15%. However, when researchers
examined industries within the sector, they found as many as 36%—or 1 in 3 noise-exposed
workers—have hearing loss. This is the first study to estimate prevalence and
risk for hearing loss for subsectors within the Agriculture, Forestry, Fishing
and Hunting industry sector. The study was published in the American Journal of
Industrial Medicine. Learn more.
This study breaks down
the prevalence of hearing loss experienced by workers in the Health Care and
Social Assistance (HSA) sector. The overall prevalence of hearing loss among
noise-exposed workers was found to be 19%, while some subsectors within the HSA
had up to 31% prevalence of hearing loss. The study was published recently in
the Journal of Occupational and Environmental Medicine. Learn more.

Q&A

Question - We are
installing a spray booth in our facility for use with lacquer and contact
adhesive. A local building inspector indicated that we are required to have a
shower and eyewash station in the vicinity of the spray operation. Do OSHA
regulations require a shower and eyewash station, and if so, what are the
design and use specifications for the shower and eyewash station?
Answer - The OSHA regulations for spray
finishing operations using flammable and combustible materials can be found at
29 CFR 1910.107. While this standard contains a number of provisions relevant
to the operation that you have described, it does not require an emergency
eyewash or shower in the vicinity of spray finishing operations using flammable
and combustible materials. The OSHA requirements for emergency eyewashes and
showers, found at 29 CFR 1910.151(c), specify that "where the eyes or body
of any person may be exposed to injurious corrosive materials, suitable
facilities for quick drenching or flushing of the eyes and body shall be
provided within the work area for immediate emergency use." As the
standard states, an eyewash and/or safety shower would be required where an
employee's eyes or body could be exposed to injurious corrosive materials. If
none of the materials used in this work area is an injurious corrosive (as
indicated by the Material Safety Data Sheet (MSDS) for each product, then an
emergency eyewash or shower would not be required pursuant to 1910.151(c).
While not having the force of a regulation under the OSH Act,
the current ANSI standard addressing emergency eyewash and shower equipment
(ANSI Z358.1-2004) provides for eyewash and shower equipment in appropriate
situations when employees are exposed to hazardous materials. ANSI's definition
of "hazardous material" would include caustics, as well as additional
substances and compounds that have the capability of producing adverse effects
on the health and safety of humans. ANSI's standard also provides detail with
respect to the location, installation, nature, and maintenance of eyewash and
shower equipment.

Under what circumstances may an employer repair a damaged extension cord
under 29 CFR 1926, Subpart K?
Paragraph 1926.405(g)(2)(iii) provides: Flexible cords shall be used
only in continuous lengths without splice or tap. Hard service flexible cords
No. 12 or larger may be repaired if spliced so that the splice retains the
insulation, outer sheath properties, and usage characteristics of the cord
being spliced. This standard permits you to repair an extension cord, under the
conditions set forth, provided the cord is a flexible cord that is No. 12 or larger.
Additionally, 1926.403(a) requires all electrical conductors used by
employers on a construction site to be "approved." Section 1926.449
defines "approved" as: Acceptable to the authority enforcing this
subpart. The authority enforcing this subpart is the Assistant Secretary of
Labor for the Occupational Safety and Health. The definition of
"acceptable" indicates what is acceptable to the Assistant Secretary
of Labor, and therefore approved within the meaning of this subpart. . . .
Assuming the extension cord you are repairing was initially
"acceptable," §1926.403(a) precludes you from using a repaired cord
if the cord is significantly altered as a result of the repair. For example,
you are precluded from using a repaired cord if the repair changes the cord's
original flexibility.

It is March 2018. Our focus
letter this month is the letter P.
Think of all the relevant words that begin with the letter P. *Personal - We never
forget that the first P in PPE is personal. *Protection - that's what safety is all about. The products we
supply and the services we provide are focused first and foremost on protecting
workers from the hazards of the job or protecting products from contamination
from workers and processes. *Partnerships
- We are proud to partner with nearly every globally-recognized brand name for
industrial safety products and personal protective equipment. *Productivity - the best safety
equipment enhances worker productivity in so many ways. The best safety
products are the ones that workers wear rather than avoid, so comfort and
ergonomics are definitely important. Well-designed, properly-fitting PPE
enhances productivity as opposed to poorly-designed, ill-fitting PPE that
retards productivity. It’s a pretty basic concept that should not be
overlooked. *Penalties - to be
avoided by safety programs and policies (2 more P words) that are implemented and enforced. We all want our workers
and processes to be safe because it’s the right thing to do, but an underlying
incentive is the potential financial penalty of regulatory fines and/or
increased insurance costs resulting from a breakdown in the critical elements
of a safety program. *Professionalism
