The International Lineman’s Rodeo Expo took place October 12-13, 2016 at the Overland Park Convention Center in Kansas. The event attracted more than 3,000 of the world’s top electric utility linemen, foremen, superintendents, training, safety and management personnel from investor-owned utilities, municipalities, rural electric membership coops (REMC), contractors and military. OSHA Assistant Secretary Encouraged by Drop in Injury, Illness Rates
 

 

Recently released occupational injury and illness data compiled by the Bureau of Labor Statistics showed a significant drop in the rate of recordable workplace injuries and illnesses in 2015. Private sector employers reported about 2.9 million nonfatal workplace injuries and illnesses in 2015, a decline of about 48,000 from 2014, despite an increase in total hours worked. The rate of cases recorded was 3.0 cases per 100 full-time workers – down from 3.2 in 2014. This rate has declined for all but one of the last 13 years.

"We are encouraged to see the significant decline in worker injury and illness rates," said OSHA Assistant Secretary Dr. David Michaels. "This is the result of the relentless efforts of employers, unions, worker advocates, occupational safety and health professionals and federal and state government agencies ensuring that worker safety and health remains a top priority every day." Question - What are the requirements for products like gloves that come in contact with food?

Answer - The Food and Drug Administration of the U.S. Government has published extensive regulations in 21 CFR parts 170-199 identifying acceptable food additives, indirect food additives, and substances generally recognized as safe. Gloves are considered indirect food additives and therefore all components must comply with the acceptable food additives or substances generally recognized as safe.

Factoid  

 

With regard to the Lockout/Tagout Standard's minor servicing exception [contained in §1910.147(a)(2)(ii) note], would a programmable logic controller (PLC) system that opens all ungrounded supply conductors to isolate power to all points of operation meet the definition of an alternative measure which provides effective protection?

Circuit control systems, such as the PLC system you describe, are not energy isolating devices as defined at §1910.147(b). As a result, reliance on a PLC system that controls machine or equipment safety functions, such as stopping or preventing hazardous energy (motion), is prohibited by the LOTO standard and, as a result, is presumed to be ineffective employee protection from injuries resulting from hazards such as component failure, program errors, magnetic field interference, electrical surges and improper use or maintenance.

However, if an employer can demonstrate that a PLC system is an alternative measure which provides effective protection, the PLC system may be used only to protect employees who are performing minor tool changes and adjustments, and other minor servicing activities that take place during normal production operations and are routine, repetitive and integral to the use of the equipment for production pursuant to the minor servicing exception contained in the 29 CFR §1910.147(a)(2)(ii) note.

To meet this exception, an employer must demonstrate that there is effective employee protection, through the use of a system hazard analysis, before OSHA would accept PLCs for minor servicing activity covered in the equipment-specific analysis. In other words, the PLC system, on a case-by-case basis, would need to be designed, installed, used, and maintained in accordance with the generally-recognized good engineering practices (e.g., applicable manufacturers' recommendations; prior operating experience; reliability data) so as to protect employees from hazardous energy sources during the minor servicing activities. The improper application of a PLC system on a machine or piece of equipment would not constitute recognized good engineering practice and would not constitute effective alternative protection if, for example, it fails to protect employees (from the described hazards above) who are performing minor tool changes and adjustments.

As I See It  

 

It is November 2016. At first, I was going to write about Thanksgiving - the American holiday that gives us each pause to reflect on how fortunate we are. But then the Chicago Cubs won baseball’s World Series for the first time in 108 years! They did it with persistence and teamwork and good coaching. Maybe there’s a lesson here for us as well? Looking at your worker safety program and your PPE purchasing program, are some of the products and processes pretty old (well, maybe not 108 years)? Is it time to regroup, review, redirect (if needed) and refresh? Who are your coaches and teammates? A modern, effective worker safety program has a lot of stakeholders. With focus and determination, your company’s worker safety program can be a winner every time. But, back to Thanksgiving. Personally, I want to express our thanks to you. For the tens of thousands of customers that we have served over 80 years - thank you for your business. We do appreciate it. We also appreciate the opportunities presented to us by companies who are not yet our regular customers.
