As an industry-leading

recently donated several thousand dollars’ worth in safety products to the
Good360 charitable organization to assist in the California wildfire disaster
recovery - namely, the California Carr Fire. As the ninth most dangerous fire
in history, the California Carr Fire burned 229,651
acres, destroyed more than 1,000 homes and cost more than $1.658 billion
in damages. Although full containment has been achieved, fire suppression repair remains ongoing, as does the need for
on-the-ground recovery worker safety.

When workers crush, cut, chip, drill or grind
objects containing crystalline silica, the mineral may be broken down into
small particles and breathed in. Crystalline silica exposure is associated with
foundry work, sandblasting, hydraulic fracturing and many other jobs. Crystalline silica has been recognized as a serious health hazard to industrial
workers for decades. In addition to on-the-job exposure, workers can
unknowingly carry crystalline silica home on their clothes, shoes, skin, tools
and vehicle interiors.
In June 2016, two new OSHA standards for crystalline silica came into effect:

October is Sudden Cardiac Arrest Awareness Month |
|

|
Sudden cardiac arrest (SCA)
is a leading cause of death in the U.S, accounting for an estimated 475,000
deaths each year—more than lung cancer, breast cancer, and HIV/AIDS combined.
According to the American Heart Association, it claims a life every two minutes.
Risk factors include: Age, history of arrhythmias, personal or family history
of SCA, drug or alcohol abuse, heart attack and heart failure – as cited by the
National
Heart, Lung and Blood Institute.
However, if the availability
of timely and appropriate care such as CPR or the use of an AED is increased,
survival rates will improve. To further illustrate this point, the average
survival rate of out-of-hospital cardiac arrests each year is 7%. If an AED is
used by a bystander, the rate increases to 38%.
Make sure to talk to your workers about
the importance of learning CPR and having automated external defibrillators

OSHA Awards $9.3 Million in Safety and Health Training Grants

OSHA has awarded $9.3 million in grants to 74 non-profit
organizations through the agency's Susan Harwood Training Grants Program. The
grants will provide educational and training programs to help workers and
employers recognize workplace hazards, implement injury prevention measures,
and understand their rights and responsibilities. Six organizations were
awarded $1.2 million in direct grants to train and protect workers involved in

Question - Do employers have to pay for body
belts, positioning straps, and pole and tree climbers (gaffs or hooks) when
used by qualified employees working on poles or towers?
Answer - Yes. Body belts, positioning straps,
and pole and tree climbers provide protection to employees from falls while
climbing or performing other work. This personal climbing equipment, which is
specifically required by §§1910.268(g), 1910.269(g)(2), and 1926.951(b), is
PPE, and employers must pay for the equipment when the equipment is used to
comply with an OSHA standard.

Is it permitted to intermingle flammable and combustible liquids in a
storage cabinet?
Clarification was requested on an apparent ambiguity in OSHA's standard
for Flammable and Combustible Liquids, 29 CFR 1910.106, specifically the use of the
words "or" and "nor" in the paragraph Design, Construction,
and Capacity of Storage Cabinets-Maximum Capacity, 29 CFR 1910.106(d)(3)(i),
which states, "Not more than 60 gallons of Class I or Class II liquids,
nor more than 120 gallons of Class III liquids may be stored in a storage
cabinet."
This language is an adaptation of similar language in section 4210 of
the 1969 edition of the National Fire Protection Association's (NFPA) Standard
30, Flammable and Combustible Liquids (source standard for 29 CFR 1910.106),
which states, "Not more than 60 gallons of flammable or 120 gallons of
combustible liquids may be stored in a storage cabinet."
OSHA never intended to prohibit intermingling flammable and combustible
liquids in a storage cabinet or to allow more than 120 gallons of any flammable
and combustible liquids combined in a storage cabinet. NFPA 30 - 1981
Section 4-3.1 states, "Not more than 120 gal (454.2L) of Class I, Class
II, and Class IIIA liquids may be stored in a storage cabinet. Of this total,
not more than 60 gal (227.1L) may be of Class I and Class II liquids..."
OSHA finds this language represents the intent of 29 CFR 1910.106(d)(3)(i)
clearly and unambiguously.

As I See It |

It is October 2018. In our
area of the country, change is in the air and on trees as the leaves are
starting to change colors. I have written about change many times, so this
month let’s take a different approach and consider colors and how we can use
colors in our safety programs. Starting with safety caps and hats, color can be
a great motivator and differentiator. Workers at different skill levels can
have safety headgear of a different color. In a controlled environment such as
pharmaceuticals or food processing, disposable headwear in different colors can
identify the area where workers are assigned thus preventing roaming and
possible cross-contamination. The same can go for hand protection. Nitrile
disposable gloves are available in several colors including natural white,
blue, and indigo. Many chemical-resistant gloves are made in a two-color
configuration with an inner layer contrasting color to the outer layer. If the
inner contrasting color is exposed, it indicates damage to the glove requiring
replacement to be safe. Many electrical insulating gloves have an inner
contrasting color for the same reason – to indicate damage to the outer layer
of the glove. Some colors are mandated for safety, such as yellow or red
barrier tape, but in other cases, color can be an effective management tool to
enhance your safety program. We have more colorful ideas to share – just ask
