OSHA, NFPA and the ASTM standards mandate the use of rubber insulating products when even the smallest probability of contact (with 50 volts AC or higher) exists. Do not forget that, with very few exceptions, rubber insulating gloves must always be worn with leather protector gloves manufactured in compliance with ASTM standard specification F696. Leather protector gloves themselves offer no protection against high or low voltages but are intended to be worn over rubber insulating gloves to protect them from cuts, abrasions and punctures. Proper storage extends the service life of the rubber insulating equipment. When not in use, store rubber goods in a suitable container such as a canvas bag designed specifically for that purpose.

Arc Flash is a dangerous condition associated with the release of massive amounts of energy produced by an electrical arc. Arc flashes can be generated by various conditions including mechanical breakdowns or failure of electrical circuits, current overloads or accidental contacts. This explosive condition includes a broad spectrum of electromagnetic energy, plasma, fragments of damaged equipment and molten metal from the destruction of conductors at the point of the arc flash.
An arc flash event can generate temperatures reaching 35,000°F – that is four times hotter than the surface of the sun. The molten copper that is generated from an arc flash often exceeds 2,000°F and rapidly expands from the source of the arc event, often at a great distance from it. Between the super-heated plasma, the molten copper and the overall force of the arc event, everyone in its vicinity is at serious risk of injury or even death. The effects of an arc flash can be devastating unless you are properly protected.

Your hearing is a vital part of your overall health, and it's important to take steps to protect it from noise exposure. One key factor to look at is the Noise Reduction Rating (NRR). This is a measure of how much noise protection a product can offer and is expressed in decibels (dB). The higher the NRR, the more effective the hearing protection. It's important to note that the NRR is only a guide, and actual noise reduction will vary depending on how well the product fits and how it's worn.
Another important consideration is OSHA regulations. OSHA has set standards for permissible noise exposure levels and requires employers to provide workers with hearing protection if they are exposed to noise at or above these levels. When selecting hearing protection in the workplace, be sure to understand OSHA's regulations to ensure you're choosing the options that meets the requirements for your particular environments.

Question 1 - Does 29 CFR 1910.151(b) only cover basic first aid?
Answer - Paragraph 1910.151(b) of OSHA's general industry standard, Medical services and first aid (29 CFR 1910.151), states, "In the absence of an infirmary, clinic, or hospital in near proximity to the workplace which is used for the treatment of all injured employees, a person or persons shall be adequately trained to render first aid. Adequate first aid supplies shall be readily available." Employers should provide medical services and first aid that are most appropriate to respond to incidents at their workplaces. OSHA allows employers to tailor the specific details of their first aid and medical services program, depending on the circumstances of each workplace and employer.
Question 2 - Is having personnel trained in adult cardiopulmonary resuscitation (CPR) an OSHA requirement?
Answer - OSHA recommends that CPR training be a general program element of a first aid program. However, some OSHA standards, for example, Logging operations (29 CFR 1910.266), Permit-required confined spaces (29 CFR 1910.146), and Electric power generation, transmission, and distribution (29 CFR 1910.269), have specific requirements that employees be trained in first aid and CPR. If an employer is covered by one of these specific standards, CPR training would be required.

Does OSHA's Control of hazardous energy (lockout/tagout or LOTO) standard, 29 CFR 1910.147 permit maintenance personnel in a metal fabrication punch press operation to stand inside the guard across the back of the machine to observe and troubleshoot malfunctions of the dies?
If the employee is observing whether the equipment is operating properly, this activity would be considered inspecting the equipment and, therefore, would be considered Servicing and/or Maintenance as defined at §1910.147(b). Although LOTO applies to Servicing and Maintenance, minor adjustments which occur during normal production operations may be exempt from the LOTO under the minor servicing exception. The minor servicing exception provides that minor tool changes and adjustments and other minor servicing activities which take place during normal production operations may be exempt from the LOTO standard if the activity is routine, repetitive, and integral to the use of the equipment for production purposes, provided that the work is performed using alternative measures which provide effective employee protection. An employer bears the burden of demonstrating, on a case-by-case basis, that the minor servicing exception applies, in accordance with the note found at §1910.147(a)(2)(ii). If the minor servicing exception were to apply, the employer would need to employ alternative safeguarding measures. Such alternative safeguarding measures may include devices such as, but not limited to, two-hand trip or control devices, restraint devices that prevent the employee from entering the zone of danger, video cameras that would allow remote observation of the dies, and plexiglass barriers that allow for close inspection of the operation yet prevent introduction of the employee's body into the machine hazard area. It must be emphasized that every employee performing these inspection tasks must be protected from exposure to hazardous energy.
If the inspection/troubleshooting activity described does not constitute minor servicing during normal production operations, the LOTO standard also recognizes that there are circumstances under which it is absolutely necessary to test and position the machine while energized during servicing and maintenance. The provisions found in §1910.147(f)(1) allow for the testing or positioning of machines while energized, however, the provisions also require that employees be removed from the area when the energization and testing and/or positioning occurs. In the event that it is impossible to remove employees from the machine area and still conduct the type of inspection that must be performed, the employer must provide alternative employee protection through the use of the safeguarding measures previously discussed (e.g., two-hand trip or control devices, employee restraints, cameras, and plexiglass barriers) to be in compliance with the standard.
