The NIOSH-Approved Allegro® 9933 and 9933-S EZ Air PAPR Hoods are a complete particulate system intended for both industrial and health care workers where combined respiratory, eye and face protection are required. Q&A  

 

 

Question 1 - Does 29 CFR 1910.151(b) only cover basic first aid?

Answer - Paragraph 1910.151(b) of OSHA's general industry standard, Medical services and first aid (29 CFR 1910.151), states, "In the absence of an infirmary, clinic, or hospital in near proximity to the workplace which is used for the treatment of all injured employees, a person or persons shall be adequately trained to render first aid. Adequate first aid supplies shall be readily available." Employers should provide medical services and first aid that are most appropriate to respond to incidents at their workplaces. OSHA allows employers to tailor the specific details of their first aid and medical services program, depending on the circumstances of each workplace and employer.

Question 2 - Is having personnel trained in adult cardiopulmonary resuscitation (CPR) an OSHA requirement?

Answer - OSHA recommends that CPR training be a general program element of a first aid program. However, some OSHA standards, for example, Logging operations (29 CFR 1910.266), Permit-required confined spaces (29 CFR 1910.146), and Electric power generation, transmission, and distribution (29 CFR 1910.269), have specific requirements that employees be trained in first aid and CPR. If an employer is covered by one of these specific standards, CPR training would be required.

Clarification on the intermingling of flammable and combustible liquids in a storage cabinet

OSHA was asked for clarification on an apparent ambiguity in OSHA's standard for Flammable and Combustible Liquids, 29 CFR 1910.106. Specifically, clarification on the use of the words "or" and "nor" in the paragraph Design, Construction, and Capacity of Storage Cabinets-Maximum Capacity, 29 CFR 1910.106(d)(3)(i), which states, "Not more than 60 gallons of Class I or Class II liquids, nor more than 120 gallons of Class III liquids may be stored in a storage cabinet."

This language is an adaptation of similar language in section 4210 of the 1969 edition of the National Fire Protection Association's (NFPA) Standard 30, Flammable and Combustible Liquids (source standard for 29 CFR 1910.106), which states, "Not more than 60 gallons of flammable or 120 gallons of combustible liquids may be stored in a storage cabinet." 

OSHA never intended to prohibit intermingling flammable and combustible liquids in a storage cabinet or to allow more than 120 gallons of any flammable and combustible liquids combination in a storage cabinet. 

NFPA 30 - 1981 Section 4-3.1 states, "Not more than 120 gal (454.2L) of Class I, Class II, and Class IIIA liquids may be stored in a storage cabinet. Of this total, not more than 60 gal (227.1L) may be of Class I and Class II liquids..." OSHA finds this language represents the intent of 29 CFR 1910.106(d)(3)(i) clearly and unambiguously.

 
   
As I See It

This month I would like to share the evolution of a new product. We have been believers in the power of nitrile rubber going back decades to when we sold chemical-resistant green nitrile gloves and actually started manufacturing our own Solva-Gard® gloves.

Nitrile (ask me for the full technical name) generally has the best chemical and physical properties of rubber, neoprene, and many plastics with few drawbacks. Although we made and sold gloves with a cotton flock lining, customers asked for a nitrile glove with a fabric lining for more tear resistance and other benefits, so we worked with the technical experts and introduced the Solva-Gard® SuperFlex.

As more customers tried and liked this product, they asked if we could make it longer for enhanced protection up the arm, so we offered the Solva-Gard® SuperFlex in mid-arm and shoulder-length styles. Then customers asked us that since nitrile has a wide temperature range, could we enhance the lining for greater thermal insulation for use in cleaning out deep fryers and similar food service applications. As a result, we introduced the Solva-Gard® Therma-Gard® heat-resistant and chemical-resistant gloves in both elbow-length and shoulder-length styles.
