Have You Stocked Your ANSI 2021 Compliant First Aid Kits? |

To be ANSI/ISEA Z308-2021 compliant in the workplace your customers need to have their first
aid kits and cabinets updated by October 15th, 2022.
The new
standards include several enhancements from the previous 2015 ANSI
standards. ANSI 2021 Standard includes two classes of kits: Class A
for most common types of workplace injuries and Class B for a broader range and
quantity of supplies for complex and high-risk environments. The 2021 standards
now require a foil blanket for both classes of first aid kits. The updated
standards distinguish more guidance on required types of tourniquets for ANSI
B, with specific guidelines to be most effective at preventing blood loss.
Additionally, the updated standards include more guidance on separately packed
bleeding control kits with more advanced guidance for identifying workplace
hazards.

Question - What are the
definitions of "flame retardant" and "flame resistant" in
regards to apparel covered by paragraph 1910.269(l)(6)(iii) of the electric
power generation, transmission, and distribution standard, 29 CFR 1910.269?
Answer - The source of the
terms used by OSHA with respect to the paragraph 1910.269(l)(6)(iii) Apparel
requirement is the American Society of Testing and Materials Standard, ASTM D
123-93, Standard Terminology Relating to Textiles. This ASTM standard includes
the following definitions:
Flame Resistant: The property of a
material whereby flaming combustion is prevented, terminated, or inhibited
following application of a flaming or non-flaming source of ignition, with or
without subsequent removal of the ignition source.
Flame-Retardant-Treated: Having received
flame-retardant treatment.
Flame Retardant: This terminology
should not be used as an adjective except in the terminology:
flame-retardant-treated (or flame-retardant treatment). Used as a noun, "flame
retardant" is a chemical used to impart flame resistance.
Note - FR or
Flame-Resistant is not the same as arc-rated.

Employees at times perform various tasks on construction
equipment being used at a construction site, such as checking fluid levels. At
times this work is done while the employee is on the vehicle at heights over
more than 6 feet. Do any OSHA construction standards require fall protection
for employees who are on construction equipment, such as excavators, dump
trucks, and bulldozers at heights in excess of 6 feet?
The OSHA standards for fall protection in 29 CFR 1926 Subpart M
do not apply in this situation because Subpart M explicitly excludes vehicles.
29 CFR 1926.501(b)(1) states: Each employee on a walking/working surface
(horizontal and vertical surface) with an unprotected side or edge which is 6
feet (1.8 m) or more above a lower level shall be protected from falling by the
use of guardrail systems, safety net systems, or personal fall arrest systems.
The phrase "walking/working surface" is defined at 29 CFR
1926.500(b)(2) as: Any surface, whether horizontal or vertical on which an
employee walks or works, including, but not limited to, floors, roofs, ramps,
bridges, runways, formwork and concrete reinforcing steel but not including
ladders, vehicles, or trailers, on which employees must be located in
order to perform their job duties. [Emphasis added]. Therefore, Subpart M does
not require fall protection for an employee who is on a vehicle in order to
perform his or her job duties because 1926.500(b)(2) expressly excludes
vehicles from the definition of "walking/working surface."

It is August 2022 and this month’s keywords are second opinion
and Plan B. Those of us covered by health insurance most likely have a primary
care physician, and most likely that physician is part of a medical practice
group. That means that if your primary care physician is not available, others
in the group can provide assistance.
