COVID-19: Cleansing of Personal Protective Equipment (PPE) for Re-Use
|
|
|
|
While demand for PPE continues to increase as a result of the
COVID-19 pandemic, Ansell recognizes that it is important to consider temporary or alternate solutions to
mitigate subsequent critical supply shortages and support the global effort to
reduce the spread of the virus.
Many PPE items, specified by global agencies,
as suitable to be used for protection against viruses like COVID-19 are
designated Single or Limited-use; and by definition are not intended to be
cleaned for re-use. Recently, consideration is being given to alternate
strategies whereby PPE for COVID-19 may be cleaned and re-used. Any alternative
approach should be founded on scientific evidence and, where applicable, Regulatory
Guidelines to avoid a false sense of security due to ineffective PPE.
Definition of “Re-Useable” Versus
“Limited” or “Single-Use” PPE
- Re-Useable: PPE
that is constructed from materials which allow it to be cleaned after repeated
exposure to a hazard, such that it remains suitable for continued use
- Limited or Single-Use: PPE for
limited duration of use, which is to be worn until hygienic cleaning becomes necessary
or contamination of a hazard has occurred, and disposal is required
Remember: Always
inspect PPE for defects prior to use, especially after any cleansing activity
has been undertaken. After removing PPE, including protective gloves, always
wash your hands.
Based on current evidence, in consultation with international
experts, WHO considered the following last-resort temporary measures in crisis
situations to be considered independently or in combination and only where
there might be serious shortages of PPE or in areas where PPE may not be
available:
- Extended duration of use for PPE
- Reprocessing, followed by re-use (after cleaning or
decontamination/ sterilization) of PPE
- Considering alternative items compared with the standards
recommended by WHO

Avoid Slips in the Workplace with Skid-Resistant Shoe and Boot Covers

Every year, workplace slips, trips, and falls lead to nearly 700
deaths and significantly more injuries in the United States, according to the
Bureau of Labor Statistics (BLS).

Question - Employees
at times perform various tasks on construction equipment being used at a
construction site, such as checking fluid levels. At times this work is done
while the employee is on the vehicle at heights over more than 6 feet. Do any
OSHA construction standards require fall protection for employees who are on
construction equipment, such as excavators, dump trucks, and bulldozers at
heights in excess of 6 feet?
Answer - The
OSHA standards for fall protection in 29 CFR 1926 Subpart M do not apply in
this situation because Subpart M explicitly excludes vehicles. 29 CFR
1926.501(b)(1) states: Each employee on a walking/working surface (horizontal
and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m)
or more above a lower level shall be protected from falling by the use of
guardrail systems, safety net systems, or personal fall arrest systems. The
phrase "walking/working surface" is defined at 29 CFR 1926.500(b)(2)
as: Any surface, whether horizontal or vertical on which an employee walks or
works, including, but not limited to, floors, roofs, ramps, bridges, runways,
formwork and concrete reinforcing steel but not including ladders, vehicles,
or trailers, on which employees must be located in order to perform their job
duties. [Emphasis added]. Therefore, Subpart M does not require fall protection
for an employee who is on a vehicle in order to perform his or her job duties
because 1926.500(b)(2) expressly excludes vehicles from the definition of
"walking/working surface."

Contractor and Subcontractor Liability for NFPA 70E (Arc Flash)
Compliance
"Is a general contractor who is engaged in construction work
required to oversee a subcontractor's compliance with NFPA 70E under Section
5(a)(1) (General Duty Clause) of the OSHAct and OSHA's multi-employer citation
policy?"
OSHA's multi-employer citation policy is described in compliance
directive CPL 2-0.124. Under the policy, there are circumstances where more
than one employer may be cited for a violation of an OSHA standard, and where
an employer may be held responsible for a hazard even though none of its own
employees were exposed to it.
To help compliance officers determine if a controlling employer has met
its responsibilities, the directive outlines specific factors to evaluate. For
example, to assess whether periodic inspections of appropriate frequency were
made, compliance officers are directed to consider factors such as the scale of
the project, nature and pace of the work, and the subcontractors' safety
history.
With respect to the General Duty Clause, industry consensus standards
may be evidence that a hazard is "recognized" and that there is a
feasible means of correcting such a hazard. However, as explained above, NFPA
70E is not relevant to assessing a controlling employer's duties under OSHA's
multi-employer citation policy, since controlling employers are not responsible
for overseeing their subcontractors' compliance with General Duty Clause
responsibilities. A controlling employer engaged in construction work does have
obligations regarding 29 CFR Part 1926.
