The PIP 305-HSVPFRLY FR Class 3 Two-Tone Hi-Viz Vests are ANSI/ISEA 107-2015 Type R, Class 3 vests that are intended for workers requiring the highest level of visibility, have high task loads and need to be visible throughout a full range of body motions with minimal flame retardant qualities.

These self-extinguishing vests are not inherently flame retardant. Rather, they are chemically treated to become flame resistant. They are NOT designed for use in ARC flash or flash fire applications. When a flame source is removed from the treated material, the material will self-extinguish within a given time frame.   CPR and AED Awareness
 
 

Every year, more than 350,000 people suffer out-of-hospital sudden cardiac arrest (OHCA) in the United States. Of those victims, only about 10% survive according to the American Heart Association (AHA). When a person suffers sudden cardiac arrest (SCA), they collapse suddenly and become non-responsive. The heart stops beating regularly, and the brain is deprived of oxygen. Without intervention, victims of cardiac arrest can die in minutes. If a person collapses suddenly and is unresponsive, they should be treated with both high-quality CPR and an AED. Performing high-quality CPR helps to circulate blood and oxygen to the brain and vital organs.

The depth and rate of compressions performed during CPR can play a pivotal role in a victim’s chance of survival. According to the AHA, compressions should be administered at a rate of 100-120 compressions per minute and a depth of 2 - 2.4 inches for the average adult. A helpful reminder is “Push hard and fast!” If you witness someone collapse and become unresponsive, call 911 immediately and perform CPR until help arrives. If an AED is available, ask a bystander to bring it, and follow the instructions included with the device to place it on the victim. The AED will analyze the victim’s heart rhythm and determine whether a potentially lifesaving shock is needed. The AHA states that CPR and use of an AED while medical professionals are en route can directly impact an SCA victim’s chance of survival. For every minute that passes without CPR, an SCA victim’s chance of survival drops by 7-10%.

Q&A  

 

 

Question - Employees at times perform various tasks on construction equipment being used at a construction site, such as checking fluid levels. At times this work is done while the employee is on the vehicle at heights over more than 6 feet. Do any OSHA construction standards require fall protection for employees who are on construction equipment, such as excavators, dump trucks, and bulldozers at heights in excess of 6 feet?

 

Answer - The OSHA standards for fall protection in 29 CFR 1926 Subpart M do not apply in this situation because Subpart M explicitly excludes vehicles. 29 CFR 1926.501(b)(1) states: Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. The phrase "walking/working surface" is defined at 29 CFR 1926.500(b)(2) as: Any surface, whether horizontal or vertical on which an employee walks or works, including, but not limited to, floors, roofs, ramps, bridges, runways, formwork and concrete reinforcing steel but not including ladders, vehicles, or trailers, on which employees must be located in order to perform their job duties. [Emphasis added]. Therefore, Subpart M does not require fall protection for an employee who is on a vehicle in order to perform his or her job duties because 1926.500(b)(2) expressly excludes vehicles from the definition of "walking/working surface."

“Will OSHA adopt and enforce the latest ANSI standards regarding accident prevention signs and physical hazard marking?”

ANSI Z35.1-1968 (Specifications for Accident Prevention Signs) is incorporated by reference into 29 CFR 1910.6(e)(59). ANSI Z53.1-1967 (Safety Color Code for Marking Physical Hazards) is incorporated by reference into 29 CFR 1910.145(d)(2), (4), and (6). Both ANSI standards have become inactive and replaced by new standards (ANSI Z535.2 and ANSI Z535.1-6, respectively). The new ANSI standards, however, have not been adopted or incorporated by reference into an OSHA standard.

At this time, neither 29 CFR 1910.144 (Safety Color Code for Marking Physical Hazards) nor 1910.145 Specifications for Accident Prevention Signs and Tags) is on the Agency's Unified Regulatory Agenda to be updated. Revision of these sections will be considered in the future as priorities and resources permit.

OSHA will continue to reference the ANSI Z35.1-68 and ANSI Z53.1-67 standards when enforcing workplace safety. Employers are allowed, however, to comply with the most current consensus standards applicable to their operations, rather than with the OSHA standard in effect at the time of inspection, when the employer's action provides equal or greater employee protection. So long as the standards used by the employer provide such protection, a violation where the employer is not in compliance with OSHA's standards but is in compliance with the new standards may be considered de minimis and not be cited.
