OSHA commemorated Workers Memorial Day with a virtual
program and new webpage that pays tribute to
workers who lost their lives on the job.
In addition to injuries or accidents, there have been over half
a million deaths from COVID-19 in the U.S., with many people sickened while at
work. They were family members - spouses, children, siblings, grandparents, friends,
and coworkers. This page was developed in partnership with the United Support and
Memorial for Workplace Fatalities.

Question - What are the requirements for fall protection on aerial lifts during
construction activities?
Answer - Under subpart L, employers must ensure that employees tie off at all
times when working from an aerial lift [§1926.453(b)(2)(v)]. Employers must
ensure that employees using personal fall arrest systems while working on
aerial lifts at heights 6 feet or more above a lower level comply with
§1926.502(d) of subpart M, specifically:
Personal fall arrest systems, when stopping a fall, shall: ... (iii) be
rigged such that an employee can neither free fall more than 6 feet (1.8 m),
nor contact any lower level. [§1926.502(d)(16)(iii)]
However, §1926.502(d) does not require employers to comply with
manufacturer's instructions when using personal fall arrest systems. To cite
§1926.502(d)(16)(iii), the facts must show that the personal fall arrest system
would permit a free fall of more than six feet or would permit contact with a
lower level - and not base this conclusion solely on information provided by
the manufacturer.
As has been the Agency's longstanding policy, an employer may comply
with OSHA's fall protection requirements for aerial lifts in one of three ways:
- Use of a body belt with a tether anchored to the boom or basket (fall
restraint system)
- Use of a body harness with a tether (fall restraint system)
- Use of a body harness with a lanyard (fall arrest system)

Hearing Conservation Programs
"What is the threshold level for a mandatory hearing conservation
program?"
OSHA Regulations Sec. 1910.95(c)(1)
The employer shall administer a continuing, effective hearing
conservation program, as described in paragraphs (c) through (o) of this
section, whenever employee noise exposures equal or exceed an 8-hour
time-weighted average sound level (TWA) of 85 decibels measured on the A scale
(slow response) or, equivalently, a dose of 50 percent.
For purposes of the
hearing conservation program, employee noise exposures shall be computed in
accordance with appendix A and Table G-16a, and without regard to any
attenuation provided by the use of personal protective equipment.

As I See It |

It is May 2021, and I want to go back to our roots – rubber gloves - for this month’s
comments.
When our 4 generation family-owned and family–operated business
started 85 years ago, the company name was Latex Glove Manufacturing Company.
It wasn’t until 1989 that we changed our name to Saf-T-Gard International to
more accurately reflect our commitment to head-to-toe PPE (not just rubber
gloves) as well as facility and industrial safety on a global basis.
But back to the idea of latex gloves. A rubber glove is not just
a rubber glove is not just a rubber glove! The wrong rubber glove puts life and
health at risk. The proper rubber
glove is designed, manufactured, tested, and ultimately worn to protect
products or people from contamination by workers or to protect workers from
specific hazards or protects.
The first case is easy to understand – protecting products or
people from contamination as in the case of gloves worn for pharmaceutical,
medical, or food handling use. But the rubber in most non-surgical gloves is
likely not natural rubber from a tree but rather a synthetic polymer such as
nitrile, neoprene, or plastic.
The second case – protecting workers from job hazards, is a lot
more technical. Rubber gloves for chemical or mechanical (i.e. abrasion, cut,
puncture, etc.) protection could be made from natural rubber but more likely
are synthetics like nitrile, butyl, neoprene, or specialty plastics depending
on the specific hazards and performance attributes desired or required. Rubber
gloves for protection against energized electrical equipment are most likely made
from natural rubber although there are some gloves made from a synthetic rubber
called EPDM.
It
really takes a safety specialist with rubber
in our DNA to help industrial buyers navigate through all of the choices. How
