Arc flash and electrical shock injuries continue to pose a
significant threat to workplace health and safety. Most often, when there is an
arc flash hazard there is also a shock hazard. OSHA estimates that 80% of
electrically-related accidents involving qualified workers are a result of arc
flashes.
Because of the severe consequences of arc flash and electrical
shock incidents, OSHA, NFPA and ASTM standards mandate the use and testing of
in-service rubber insulating equipment when even the smallest probability of
contact (with 50 volts AC or higher) exists. These rules don’t just affect
electrical contractors or utility workers as nearly every single industrial facility
has a need for electrical safety and arc flash protection, and failure to comply
can result in heavy fines, serious injury, and even death.

Question - Concerning low-voltage rubber
insulating gloves, what is the difference between Type 1 and Type 2?
Answer - According to the ASTM D120 standard
specification for rubber insulating gloves (which is specifically referenced in
the OSHA regulations), Type 1 gloves are made from non-ozone resistant rubber,
cis-1,4 polyisoprene of natural or synthetic origins, and Type 2 gloves are
made from ozone-resistant rubber, generally EPDM. Both Type 1 and Type 2 gloves have the same electrical properties. Type 2 gloves have the added
advantage of ozone-resistance and some increased resistance to oil and grease.
Type 1 gloves can deteriorate from ozone caused by extended exposure to
sunlight and other ozone-creating conditions. Type 2 gloves are currently
offered in low-voltage classes 00 and 0 for maximum-use working voltages of 500
volts AC (Class 00) and 1,000 volts AC (Class 0).

Is it possible to meet OSHA fall protection requirements when
the anchor point for a fall arrest system is at the employee's feet (that is,
on the same level as the walking working surface)?
OSHA requirements do not specifically prohibit an employer from
anchoring a lanyard at or near an employee's feet. Instead, OSHA standards
require that a personal fall arrest system be rigged such that an employee
cannot free fall more than 6 feet, or contact any lower level. Title 29 CFR
1926.502(d)(16)(iii) states: Personal fall arrest systems, when stopping a
fall, shall: * * * (iii) be rigged such that an employee can neither free fall
more than 6 feet (1.8m), nor contact any lower level. We recognize both that
anchoring at the employee's feet typically would result in exceeding a 6-foot
free fall and that there are situations where compliance with the 6-foot free
fall limitation is infeasible. In a situation where limiting the free
fall to 6 feet is infeasible, the employer would be required to limit the free
fall to the extent possible and to ensure that the arresting force would not
exceed 1,800 pounds.

It is November 2020, and COVID-19 is still with us. I’ll go out
on a limb here and state what may be the obvious – every business, every
organization, and certainly every individual has been affected by the COVID-19
pandemic in one way or another. It’s more than just an occupational hazard (as you
know), but we need to focus on occupational safety here. While the OSHA
regulations do not specifically address COVID-19 concerns (fact check – the
General Duty Clause), OSHA does provide some guidance. Click here to read the FAQs.
With every analysis of occupational hazards and safety products
requirements, we have to take COVID-19 into account. Industrial hand protection
needs? The medical market has first priority for the delivery of scarce
disposable gloves, so can you use other types of gloves for your application?
And, if so, how can the gloves be laundered and disinfected for repeated use?
And yes, we have the products and information needed.
Possibly crowded
workspaces? OSHA states that engineering controls are always a high priority,
so consider clear plastic workspace dividers as the engineering control,
together with faceshields and face coverings, to address this hazards. And yes,
we have that.
Other touchpoints in the workspace? Tested and approved hand
sanitizers, disinfectant cleaners and antimicrobial wipes can help keep workers
and workspaces clean and sanitary, and yes, we have those, too.
