OSHA Urges Midwest Employers to Prioritize
Electrical Safety After Missouri, Kansas Electrocution
|
|
|
|
Electrical
hazards killed four workers in Missouri and Kansas in five months in 2021.
In
Missouri on Oct. 4, it was a 40-year-old electrical contractor replacing light
fixtures in Sedalia. On Sept. 23, a 22-year-old worker cleaning a Higbee pig
barn with a pressure washer died. In Wichita, Kan., a 41-year-old doing heating
and air conditioning work on July 13, and a month earlier, a 35-year-old
electrical contractor climbing a pole in Lawrence, Kan., on June 8, also died.
Their stories and circumstances may differ, but the cause of death is the same
— electrocution.
While
the U.S. Department of Labor’s Occupational Safety and Health Administration continues
its investigations of these employer-reported deaths, the agency is alerting
all employers to review safe electrical work practices with their employees in
response to a nationwide increase in workplace deaths by electrocution.
Nationally,
the Bureau of Labor Statistics reports a
3.75 percent increase — 166 workplace deaths related to
electrocution — in 2019 over the previous year. From Nov. 6, 2018, through Oct.
3, 2021, OSHA investigated 12 electrical-related deaths in Missouri and Kansas.
“Recent
tragedies in Missouri and Kansas are reminders of the danger of electrical
exposures in the workplace,” said OSHA’s Acting Regional Administrator Billie
Kizer in Kansas City, Mo. “OSHA’s electrical standards are designed to protect
employees from electric shock and electrocution. Employers should implement
safety and health programs, and are required to train workers on identifying
hazards and use required protective measures to ensure all employees end each
workday safely.”

5 Safety Tips

SIZE MATTERS - You know that footwear and protective
clothing come in sizes. Gloves,
respirators, and ear plugs
also come in sizes. PPE that's too big provides inadequate protection. PPE
that's too small is uncomfortable and impacts productivity.
FIT THE MASK TO THE TASK - Air-purifying respirators are designed for specific
chemical or particulate hazards. Be sure you're using the right one for
your application.
NOW HEAR THIS - Disposable ear plugs are available in a variety of
materials, sizes, and shapes. Give your workers a choice of products and
instructions on proper insertion and use.
CUT IT OUT - Cut-resistant synthetic fiber textile gloves
provide no knife-point puncture protection - only metal
mesh gloves can do that.
SIGN HERE - Inadequate safety signage is a frequent violation and
easily correctable.

Question - Employees
at times perform various tasks on construction equipment being used at a
construction site, such as checking fluid levels. Often this work is done
while the employee is on the vehicle at heights over more than 6 feet. Do any
OSHA construction standards require fall protection for employees who are on
construction equipment, such as excavators, dump trucks, and bulldozers at
heights in excess of 6 feet?
Answer - The
OSHA standards for fall protection in 29 CFR 1926 Subpart M do NOT apply in
this situation because Subpart M explicitly excludes vehicles. 29 CFR
1926.501(b)(1) states: Each employee on a walking/working surface (horizontal
and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m)
or more above a lower level shall be protected from falling by the use of
guardrail systems, safety net systems, or personal fall arrest systems. The
phrase "walking/working surface" is defined at 29 CFR 1926.500(b)(2)
as: Any surface, whether horizontal or vertical on which an employee walks or
works, including, but not limited to, floors, roofs, ramps, bridges, runways,
formwork and concrete reinforcing steel but not including ladders, vehicles,
or trailers, on which employees must be located in order to perform their job
duties. [Emphasis added]. Therefore, Subpart M does not require fall protection
for an employee who is on a vehicle in order to perform his or her job duties
because 1926.500(b)(2) expressly excludes vehicles from the definition of
"walking/working surface."

It is November 2021 and this month’s focus is on WORKING SMARTER. Over the years, I have written about many different ideas relating to
working smarter, productivity improvements, and total cost savings without
reducing (and often improving) safety compliance. Yet with the COVID-19
pandemic, economic stresses, and other concerns it is possible that good
intentions may have been deferred, so let’s review some ideas that may make
sense to WORK SMARTER.
Have you smelled your respirator facepiece lately? You know that
you must clean and
disinfect your rubber facepiece, but
after a while, well, it might just smell. Did you know that your old respirator
facepiece is probably eligible as a trade-in on a brand new respirator
facepiece with a purchase of new air-purifying respirator cartridges and
filters? Call our safety specialists for trade-in program info.
Where in the plant is your PPE located? Traditionally your PPE is in a
tool room or similar storage and issuing area. So what is the cost of your
associates stopping what they are doing to go to that location to replenish or
replace their PPE? Add up that non-productive time lost at the average wages
and that cost is probably a shockingly-high number. You can start small, for instance, placing earplug dispensers in the area of every work
team. Then, you can go big with custom vending machines and reporting solutions
strategically-located around your plant.
I grew up in this business with an understanding and passion for
traditional work gloves made from cotton and leather. But that was way back in
the last millennium! We still sell a lot of such traditional cut-and-sewn work
