U.S. Department of Labor Approves New Respirator Fit Testing Protocols to Protect Workers from Airborne Contaminants
 
 

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) today issued a final rule that provides employers with two new fit testing protocols for ensuring that employees’ respirators fit properly.

The new protocols are the modified ambient aerosol condensation nuclei counter (CNC) quantitative fit testing protocol for full-facepiece and half-mask elastomeric respirators, and the modified ambient aerosol CNC quantitative fit testing protocol for filtering facepiece respirators. Both protocols are variations of the original OSHA-approved ambient aerosol CNC protocol, but have fewer test exercises, shorter exercise duration and a more streamlined sampling sequence.

These two quantitative methods add to the four existing in Appendix A of OSHA’s Respiratory Protection Standard, which contains mandatory respirator fit testing protocols that employers must choose from to protect employees from hazardous airborne contaminants. The rule does not require employers in general industries, shipyard employment and construction to update or replace their current fit testing methods and does not impose additional costs.

The rule becomes effective September 26, 2019.

A fire is the most common type of emergency for which small businesses must plan. A critical decision when planning is whether or not employees should fight a small fire with a portable fire extinguisher or simply evacuate. Small fires can often be put out quickly by a well-trained employee with a portable fire extinguisher. However, to do this safely, the employee must understand the use and limitation of a portable fire extinguisher and the hazards associated with fighting fires. Evacuation plans that designate or require some or all of the employees to fight fires with portable fire extinguishers increase the level of complexity of the plan and the level of training that must be provided to employees. Question - Can an employer require employees to get flu shots?

Answer - OSHA does expect facilities providing healthcare services to perform a risk assessment of their workplace and encourages healthcare employers to offer seasonal flu vaccines. It is important to note that employees need to be properly informed of the benefits of the vaccinations. However, although OSHA does not specifically require employees to take the vaccines, an employer may do so. In that case, an employee who refuses vaccination because of a reasonable belief that he or she has a medical condition that creates a real danger of serious illness or death (such as serious reaction to the vaccine) may be protected under Section 11(c) of the Occupational Safety and Health Act of 1970 pertaining to whistle blower rights.

Can an electrical worker that is exposed to 50 volts or more wear metal frame (safety or non-safety) glasses?

"Eyeglasses with exposed metal parts are considered "Conductive Apparel". As noted in the middle of column 2 of page 32007 of the preamble published in Volume 55, Number 151 of the Federal Register on Monday August 6, 1990, the Electrical Safety Related Work Practice standard at 1910.333(c)(8) prohibits employees from wearing conductive objects in a manner presenting an electrical contact hazard. Normally, the wearing of eyeglasses containing exposed metal frames (or metal parts of frames) is not considered to present an electrical contact hazard. However, when the glasses have a metal-type frame, and the employee is working with his or her face extremely close to energized parts or when a metallic chain strap is attached to the frame for wearing around the neck, an electrical contact hazard can be present. In such cases, the standard permits the hazard to be removed by eliminating the chain and wearing either a protective faceshield or appropriate safety glasses over the metal frame optical glasses."

 
   
As I See It   
It is October 2019. As the new season gets going, I’d like to think of some other new things as well. I have previously written Saf-T-Gardian columns about how developing new products really gets me excited. However, we don’t just develop new products because we can. Rather, we like to develop new products because customers asked us to. Listening to customers is a major key to success in any venture or product development. So the product hook this month is actually a hook - a rescue hook. These devices have been in the market for decades. It’s a simple concept - a fiberglass pole, either 6-feet or 8-feet long, with a curved hook on the end. The purpose is to rescue someone, an injured person for example, and remove them from the hazard or source of the injury. We are most familiar with rescue hooks used for safely removing people from contact with downed power lines and similar energized equipment. One of the biggest problems with selling these rescue hooks is the freight cost. The hooks are big, bulky, and require freight surcharges from parcel carriers UPS and FedEx. So we listened to customers complain about the shipping costs, and then we put our heads together and developed a solution. We proudly sell telescoping fiberglass electrically-insulated hot sticks for electrical workers, so why not put the hook on the end of a telescoping fiberglass handle that can still extend a full 8-feet, but collapse down to under 4-feet in length for UPS and FedEx shipping at standard rates without a volume-based surcharge.
