National Preparedness Month: How Can You be More Prepared? |

Medical emergencies,
national disasters, and accidents happen all around us every day.

The first thing you can do to be prepared for an emergency is to have a plan
set in place, so when unexpected events happen, you’ll know what to do.
September is National Preparedness month, and this year the

to help you be prepared:
- Make a Plan - Be
ready for a disaster by planning how you will communicate with family and
friends during the event, reviewing insurance papers, and mapping an evacuation
route
- Build a Kit - You’ll
need supplies to survive during a disaster, so collect items you’ll need for home
as well as a to-go kit of things you’ll need if you’re forced to evacuate
- Prepare for Disasters - Find
ways to limit the impact of a disaster, and make sure you have proper insurance
coverage, and determine what you can do to make your home stronger and more
resilient
- Teach Youths about Preparedness - Reassure your children by taking the time to talk with them, and teach them lessons
on being ready for emergencies by making family preparedness a fun annual
event

Question - Do the lineman's gloves have a test procedure and frequency? I heard
you have to pressure them up to check for leaks, and have to send them in for
testing at some frequency like annually.
Answer - OSHA Standards 29 CFR 1910.137(b)(2)(ii) requires that:
"Insulating equipment shall be inspected for damage before each
day's use and immediately following any incident that can reasonably be
suspected of having caused damage. Insulating gloves shall be given an air
test, along with the inspection."
In addition, OSHA 1910.137(b)(2)(viii) states:
"Electrical protective equipment shall be subjected to periodic
electrical tests. Test voltages and the maximum intervals between tests shall
be in accordance with Table I-5 and Table I-6."
Table I-5 states that for gloves, the retest interval is before first
use and every six months thereafter. However, OSHA incorporates ASTM Standard
F496 by reference, and the ASTM standard states in section 7.3:
"Industries, such as telecommunications, that utilize insulating
gloves as precautionary protection against unintentional contact with energized
conductors, may increase the maximum interval between issue and retest to nine
months."

With regard to lockout/tagout training and requirements, can
general awareness training of affected employees and other workers be satisfied
and documented with a biennial article in a safety newsletter addressed to each
individual employee?
No. The standard, at §1910.147(c)(7)(i)(B) requires that each
affected employee be instructed in the purpose and the use of the energy
control procedure. Furthermore, §1910.147(c)(7)(i)(C) requires that all other
employees, whose work operations are or may be in an area where energy control
procedures may be utilized, shall be instructed about the procedure and about
attempts to restart or energize machines or equipment which are locked out or
tagged out. An article in a newsletter does not provide the specificity
required to train the affected and other employees on the use of the energy
control procedures particular to their work area. Additionally, if there is a
change in their job assignment or there is a change in their equipment or
processes that present a new hazard or there is a change in the energy control
procedures, the affected employees must receive retraining. See 29 CFR
§1910.147(c)(7)(iii)(A). A biennial newsletter would be inadequate in providing
this retraining.
Additionally, relying solely on a biennial article in a
newsletter for training is problematic in several other ways. First, there is
no way to ensure that each affected employee has read and understood the
material. Second, this mode of training does not afford employees the
opportunity to ask questions when the material is unfamiliar to them or may be
ambiguous in certain areas. Industrial operations, and in particular hazardous
energy control operations, can involve many complex and potentially hazardous
tasks. It is imperative that employees be able to perform such tasks safely.
On
the other hand, OSHA believes that periodic articles in a newsletter can be
used as part of an effective safety and health training program to help satisfy
OSHA training requirements, if its content provides employees with appropriate
information and knowledge.

As I See It |

|
It is September 2020, and when we think back to how
our world has changed this year due primarily to the COVID-19 pandemic, it is a
pause to reflect on the subject of THEN
and NOW.
Nearly every business
(maybe even the buggy whip manufacturers, too) is doing things differently
today for many reasons: COVID-19, technology, new products, new processes, new
ideas (!), financial constraints, and of course government regulation.
As I
look back over our own 9 decades of business (yes, this is our 84th
year), we can certainly share examples of THEN
and NOW.
THEN most of our incoming customer orders came on the telephone and
the balance by mail. NOW we still
get orders by phone (because we are proud to have real talented people
answering our phones), some by fax, some by email, some by EDI, and some
through our new website at www.saftgard.com, but few by
mail.
THEN we prepared our packing
lists and invoices with a typewriter and a calculator and mailed invoices with
a postage stamp or meter. NOW our
computer system generates the documents and distributes most of them digitally.
Confession - we still have one typewriter in the office, and we have to dust it off
regularly.
THEN we put our name on
our suppliers’ catalogs and also printed our own catalog. NOW we display much more product information online and have
separate product sections for our key vendors on our website.
However your
